Changing to Deliver – the next phase in Scottish Devolution Abstract The initial phase of the historic re-creation of the Scottish Parliament began with its re-establishment in 1999 and the successful development of the executive and scrutiny structures required of a modern democracy. With four years experience, the civil service in the Scottish Executive has learnt to cope with a significant increase in the amount of its policy making, the level of scrutiny it faces, and a much greater volume of routine business. It has also had to respond to high public expectations of openness, transparency and accountability as well as learning to work in closer partnership with external agencies and stakeholders in the delivery of public services costing over £22 billion a year. This paper reports on this early development experience and the emergence of the organisational change programme – Changing to Deliver – as a response to the developing demands for public service reform and for continuous service improvement being made on the Scottish Executive. The paper outlines the contexts, theoretical framework, background research and early actions taken by the Executive to ground its work; examines the programme aims and the detail of the five work-streams for change adopted as priorities for action; and reflects on more recent developments and the prospects for the success of the change programme. A key feature in driving organisational performance and which characterises elected, government, organisations is the relationship between elected officials (Cabinet Ministers) and the senior un-elected officials (Management Group). A report is given in the paper of exploratory research investigating the expectations held by Cabinet Ministers of the Scottish Executive Management Group and of the reciprocal expectations these senior civil servants have of Scottish Ministers.
